Instead of relying on PostExecCommand to load the AnkhSVN package from the
trigger package, force loading directly when AnkhSVN is the active SCC
Provider. This in an attempt to fix the devenv automation.

* src/Ankh.Package/AnkhSvnPackage.cs
  Add ProvideAutoLoad attribute
